Upon initial startup my car runs rich with a little blue smoke, however once she reach operating temperature the smoke goes away and after driving for a few mile the plugs looks good and the smoke is non-existance. I also do not have a choke on the 3310 and its held wide open with a zip tie. Could this be cause by the Power Valve? I know that it needs to be change from a 65 to 45 according to the reading of my vaccum guage in drive.

If it was the power valve, it would be rich all the time, not just when cold.

With no choke, I'd expect it to be LEAN when cold. Are all of your plugs showing rich cold idle, or just some? Maybe a mixture distribution problem when the manifold is chilly?
