I know this is a little subjective, but wondering what would make more economical sense.

If you had around $17-$20k to spend, would you rather get something like this that needs work?

Here is a reply from the seller: "right rear is a small amount of rust, the body has a few waves by drivers door small dents on left rear nothing major"
I do not know what his sell price would be.

Or would you rather get something that is already restored and doesnt need work:

All being said, I would have to contract out all the body work and mechanical work as I do not have the skills to do it. Thanks!

If you have to pay someone to do both body and mechanical, I would suggest you buy a car that is already done. The hassle involved with getting paint and body work done, along with the expense, just isn't worth going through. The mechanicals can be a problem too, such as who would you get to work on it? I have bought them done and I have built them from the frame up. Lots less money if you buy one already done. I would look at that 69 you posted real close. I see some things that would make me shy away from it. Good luck in your hunt.

Jay, you will do better with your money if you buy a car that is complete since you would need to contract everything out, it will end up costing you more money.

I would not buy the 2nd car. Something is strange with the VIN and the fact he calls it a 69 but it appears to be a 68.

Are there any chevelle clubs within a couple hours of you?

The only advantage to doing your own car is that you will know exactly what you have. It will probably be cheaper and there will be far, far fewer headaches buying a good finished car. The bodyshop routine will generally turn most people off from doing a second car. With the last project, and me doing ALL the mechanical work, I still have far more into the car than I will ever get out. That is even with me already having wheels, tires, bucket seats, console and a whole range of other little parts for the car. Take a person who knows what to look for, in a car, and don't get in a hurry. There are whole magazines full of cars for sale.

that 68-er-9 is just plain wrong, anyone notice the hood, 68 rear bumper, I would not give $2000 for that let alone $22000 someone wasted money building that
