I am copying a vhs to dvd. Can I create background music while the copy is taking place? Also I have a vhs that was recorded to pal. Is there any way to convert to ntsc? I think I asked the question correctly.

What computer system and what conversion, editing software?
I believe that most editing programs allow for the import conversion (some inc. PAL, not 100% sure on that) then once the video is imported allow you to edit the parts you need to including adding a soundtrack.
I use iMovie on the Mac and it is darn easy. I am pretty sure suggestions will come pouring in to help you.

Thank you for your input. I can use Imovie but it is new to me. Generally use xp pro. I would definitely appreciate Imovie tips.

Best resource is Apple's web site in the support section.
It's a little tricky, but you can import the digital video from a non-protected DVD. You need to select the proper video file from the disk. iMovie will only show files that can be imported from the list of all of the files on the disk, the rest will be dimmed out.
After you're done, you place the music you want to add into iTunes and then add it to the video. You can also add the soundtrack from the video you are importing AND music from iTunes.
Basically you can't blow anything up so start in the help section of iMovie to get things underway.
