I have a 67 ss that I'm in the process of rebuilding , the car came with a 66 12 bolt , do I need to use 64-66 rear coil springs and mounting hardware ? , or can I use 67 and up double pigtail springs with the 64-66 hardware ?

You need to use the spring that matches your upper (frame) mount. If you want to use the double pig tail spring in a non double pig tail fame I have an adapter to make it work.

i just did that take a 2.5 by 1.75 tall exhaust pipe and weld it to pad works great
