Flash mean to just be sitting at idle and then just nail the throttle and watch what the tach will flash to.. Ex. my stall is a 300-3200 stall but will flash 3600 rpms....
Stall usually means to hold the brake or some other method of holding the car still and seeing how far you can rev. up without breaking the tires loose.... Ex. I can footbrake stall my car to 3200 rpms...
Stall come in ratings (Ex. 3500) but will vary depending on power output of motor and strength of braking system if footbraking the car...
Hope this helps a little...

Converter flash is checked with the car in high gear and rolling at 5 mph or so. You need to watch the tach, then smack the throttle...the rpm's will climb quickly, then pause, the rise again...the pause is the flash rpm.
Flash is NOT checked with the car in 1st gear from a stop.
Converter stall is a very confusing term. Most racers will check stall by using a transbrake with no chip installed in the ignition. You activate the brake and floor the throttle. The rpm at which it stops is your converter stall.
Rated manufacturers stall ratings are useless IMO. Each converter will flash a different rpm in a different weight chassis with a different tirque producing engine.
Footbrake stall rpm is really usesless as all that tells is how strong your front brakes are before the brakes lose hold or before the front tires slide.
