I've read lots of posts and have learned alot but can't zero in on what I'm looking for. So Here goes:

1. What does the terms "Loading up" mean in reference to my carb?

2. When choosing jet sizes for my carb, what is a good starting point? Is it based on Horsepower/Torque levels, or Cubic Inches or what?

My combo should be in the neighborhood of 500+HP (flywheel). I think I've got 76's in the front and 82's (maybe)in the rear of my 750DP. My friend helping me with the tuning process wants to put bigger jets in the front and rear. Sound right?

Any input is appreciated.

As far as I'm concerned, the only way to jet is testing at the strip. Given that, start with the stock jetting. In most cases, a higher performance engine may need a bit larger jets. However, it is rare to need more than a couple sizes larger. In my 11 second car (355, 750 DP), I run two sizes larger front and rear than stock.
