Can someone please help me with a painfully basic problem?

I took the front suspension apart on my '67 and took the control arms to a shop to have the new bushings pressed in. They also removed the ball joints for me. Now I am installing the upper ball joints and I'm not sure which order to install the bottom bracket and boot since I did not take the old ones off, nor do I have them to look at.
My question is this: Do I put the boot on first, then the bracket over the top of the boot, or vice versa? You can see a picture similar to the ball joint I'm installing here:

The reason I'm asking is this. I assume you put the boot on first, then the bracket over the top. When I put everything back together, the spindle comes up in such a way that pushes the boot toward the center of the car, and leaves an opening. In other words, the boot does not seat itself squarely on the spindle. Is this normal?

I've searched everywhere and cannot find any instructions on this very basic issue.

Thank You in advance for any help!

Boot first, then the bracket. The Bracket holds the boot over the ball joint.

It doesn't need to seal against the spindle. It's there to protect the ball joint. As long as the boot is sealed around the tapered shaft of the ball joint to keep grime out, you're ok.

Once you get car together, boot will square up with weight of suspension, motor etc.
