ABS Products has a red epoxy paint that works real good alot of guys around here use it. phone no.for ABS is 714-671-0728 or if there is a electric motor repair shop near by they will useally carry a red insulating varnish for the windings of an electric motor. That will work as well.

Basic two component automotive epoxy primer works well-visit a body shop and buy it from them in a small quantity. Rustoleum has also been used for years without problems.

Gary,
Just my opinion but....unless the block is SPOTLESSLY clean, I would be more concerned with any type of coating coming off and getting into the engine before worrying about oil drainback. We are not talking about a Winston Cup engine here. There are a bazillion engines running around with no coatings that have no problem getting the oil back to the pan.
Just my opinion,
