With all the help I have received I have decided to put medium springs in that have a curve of 600-2800 rpms. Does that sound about right?

If I'mk not mistaken, you want your idle to have no mechanical advance. So make sure your idle speed is lower than 600 RPM in your case. If you need advance at idle, use vacuum advance.

Is this crank RPM or distributor RPM?

I believe it is rpm based. The kit says 600-2800 rpms. My cam is a 2500-7000 cam range.
