I'm reading a lot about PV's on disc/drum setups but not 4 drums. Should there be one? I'm having a heck of a time getting pressure to build up in the system. Brakes lines are new, MC is new but the pedal just keeps going to the floor! Getting fluid everywhere but with very little pressure. our next guess is a bad PV. Any ideas?

Did you bleed the system completely?

Did you bench bleed the master? Is the master piston returning fully to it's at rest position. I had one do a similar thing, the piston was getting hung half way in.

If that's not it..you may still have air in the system.

Try pushing the pedal down and hold it, crack the bleeder, close it, let off. Repeat this several times per wheel.
