Well you could try the very simple and extremly well known and common tactic of putting a security shield on your wireless. Don't give him the password key and he can't get in.

As for the phone and TV unless you see wires running from your house to his, he can't steal it.

Just open a web browser, enter your IP address of your wireless router and enter router password. Go into your menu and enable WPA or WEP encryption. Most routers will walk you right through this.

Yes it will. Go into the Networking properties of the wireless card and set password. May need to use Help files to walk you through but not that hard.

Regarding the rest of your statements.
Call the cable company and inform them of his impending procurement of free cable.
Also might call child protective services and/or your local gov. office (Mayor,etc) about the parties with underage patrons.
Theres lots of resources to provide assistance,just look around.

Without securing your wireless network by password protecting it, you are allowing not only this neighbor but ALL your close neighbors as well as any passer-bys to gain access through your connection. If your connection seems extremely slow I wouldn't doubt that you have others in the neighborhood connecting on your dime. Heck, if my neighbors were kind enough to provide free internet service I would be tempted to use it too!

Putting a password on the router and enable security on the wireless access are two different things.

Do both.

WPA encryption is better than WEP. It'll be the WPA password or key that you'll need for your computers to give them access.

If someone taps into your wired cable or phone line, just notify your service provider. They will handle prosecuting him.
If someone uses your wireless service, you have to try harder to protect it because he isn't technically breaking the law. You are putting the service out on the public airwaves, so it becomes your responsibility to protect it.
Wireless internet is much like if you took your cash, climbed up on your roof, and tossed it out on a breezy day. Would you expect finders to leave it alone?

As said above any basic encryption will most likely outsmart your freeloader. You may also want to not broadcast you ssid.

Sounds like the kind of guy that needs his azz kicked real good. Use 64 bit WEP encryption and that will keep him off your wireless. I feel your pain because I have a freeloader living off the retard money in my cul-de-sack always begging all the neighbors for stuff. I've even seen him picking up half smoked cigs out of the back of my truck before (yes I smoke and sometimes throw my butts in my truck bed...). I dont know much about computers.It took me a half hour the other day to figure out the PW is short for pass word.I dont know what an ssid number is.Also the image size on my computer keeps changing to a larger size.I use my ad aware progam and spybot and some times my image size goes back to where it was, but some time windows has to repair it.Spybot has found hackers in my computer a few time.My wife is a school teacher and she keeps her school kids grades in her computer and at different times of the year she will download them into the school computer.Could I have a hacker tring to get into my wifes kids school grades.Any ideas on what is going on with this image resizing thing.

Until you get your password all setup, just unplug the modem/router when not in use to prevent freeloading.

Exactly, just turn off the modem when you aren't using it. A password would be better. I bet there's someone you know who could help you get it set up right.

Agreed give us some info and we can probably walk you through it. Aside from enabling security. you could turn off the SSID broadcast and also set up MAC filtering. You may not understand what that is. A brief description; Every network card has a unique ID called a MAC address. Most routers can be set to allow only a specific list of MAC's access. If the MAC isn't in the list the PC does not get connected.

Lend him a claymore mine and stand back 30ft with the clacker. Seriously, all you have to do is password protect the wireless, and keep calling the police.

No matter what you do CALL YOUR INTERNET PROVIDER and tell them whats going on, then have them help you set up your router for encripted protection... they will help you step by step. Get this done first.......

Also every time he has a party, call the police, call the sherriffs and complain about the noise, and have your neighbors start calling. If they are not taking care of it, start logging the times and dates you call and if law enforcement cars drive by and do nothing, take down their car ID numbers and what time they drove by. Take this information into the Police Department during business hours and ask to speak with the watch commander, or Police Chief and present the info to him, don't let them take the originals either, give them copies, and have reports filed. Be very business like, and courteous while making the complaints so that you keep them on your side.

I agree with Rod; Also, as perverted as it may seem, try and video tape him/his party goers having sexual relations with these 12/13 year olds. Also, be sure to tell the police you are willing to testify in court against everything he has done. If you can go up to these 12/13 year olds after they leave the party, see if they're willing to divuldge who they did what on. If they are, video tape it. Anything you can do, will help.

Seems a little weird to me.... sounds like you are covering the symptoms instead of fixing the problem. Shut the router down, video tape the patrons, not necessarily the actions (you realy dont know how old the girls are), call the police call the police call the police etc etc etc.

Why, not only are you letting him loaf on your dime, you are vulnerable to him hacking your PC. If you keep anything personal on your computer like use the program turbo tax he can hack into it. For all you know he might be storing kiddie porn on your machine and your hosting it. Sounds like your not to puter savy and maybe frustrated in trying to figure out how to block him. Call tech support for your internet, or wire less router and they can walk you through it. Or sit at your puter and find someone here and let them walk you through it as you set your PW.

As far as the other issues, statutory rape is serious and underage drinking. If you know they are underage and a party is going on I'd get the police over there at that time. Also, maybe you need to contact the owner of the house. In alot of cases like here in AZ if your renting a house and know it's being used for drugs or an illegal alien drop house you can loose it. To log into it and explore the menus, type this address on your web browser: http://192.168.0.1 , and mess around. Make sure you go in and set a good username and password, this will protect your system from anyone else getting into it. Page 35 also has wireless MAC settings for passwording, this is what I use at my house.

Oh, and if you're not using any of the wireless functions, then turn them off at the router, page 32
