I've been trying to find out why theres always a new spot of oil on the floor right below where the starter goes into the bell housing on my new 496.I think its the Holley 110 mechanical fuel pump.Theres always a film of oil on the fuel pump,motor mount and starter.Am I right?

Sounds right to me,if it's not the gasket where the fuel pump meets the block,check your oil for signs of fuel,if a fuel pump spits out oil it usually has a busted diaphram.

Did'nt smell any gas on the dipstick.I then pulled the fuel pump and there was no oil in the gas.However, there was some oil around the gasket and screws that hold the pump together. I think I'm gonna go with a Carter 172 pump. Does this pump require a regulator? If not, can I simply remove the requlator that was used with the Holley fuel pump and replace it with a piece of fuel line.

No regulator required. I bought mine from Summit, they seemed to be the cheapest.

Front main seal or timing cover/oil pan seal can put a film of oil on the fuel pump.
The only way to find out for sure is to clean the entire engine thoroughly and see where the oil shows up first.

You got it. Fuel pump. Happened to me with my Holley 110 fuel pump on my SBC. The tip-off was the oil on top of the fuel pump. There is a small hole in the fuel pump housing (on top, pointing toward the back of the engine) that will let oil out of the pump if the oil leaks by the seal.
When I took the fuel pump apart it was obvious that the seal on the fuel pump was leaking --- there was no gas in my oil --- it didn't leak that way with mine.
If you are looking at the same pump I had, Holley doesn't make this pump anymore --- although it's identical to the current Edelbrock 110 mechanical pump. The new Holley 110 mechanical pumps look different --- they don't have all the Allen head screws holding the top and bottom of the pump together. The new Holley 110 mechanical looks more like a stock fuel pump.

If you can't figure it out, NAPA sells a dye that you can add to your crankcase. Run the engine, then use a blacklight and the dye will glow yellow. Should be able to find the source with this technique. IIRC the dye is like $5, blacklights are available at Home Depot, WalMart, etc.
