best recipe would be put the car on a serious diet, IMO. that's asking alot of a baby rat. only one i know of who is running those kinds of times with a small big block is Todd G aka 10secbu. although his combo is only 414ci, it is not of the same bore and stroke as a 396/402, but it does produce alot of torque somehow, so i would think a similar set up to his as far as cam, intake, heads, might work well on a 396 too. but you still have that small bore hindering you. maybe there are others on here too, but Todd is the only person i can recall that is running that quick with that few of cubes.

For comparison, back in the 70's the SS/JA car that I worked on ran 11 teens. Full Bodied '67 Chevelle with legal 396/325 motor. Professionally ported heads stock heads, 10.25 CR, stock valve size, unlimited cam, any intake, stock carb, stock hood. 5.13 gears with 13/31 slick.

Today, 10's are definitely possible with a 396 displacement motor. Build the motor around some aftermarket heads - Edel 290 would work, plenty of cam, large converter / trans brake, suspension work and a 200 shot of juice for goodwill.
