like i said. i will start the car, runs fine, reverse works. neutral works, and drive. but it sticks in first. i used to just be able to put my foot into it a little and the higher revs would shift it for me. now it doesn't even do that. i checked linkage, fliuds, and vaccum lines. all check out. i'm not sure what else to check. oh and every once in awhile, it will shift while slowing down. it hits third SOMETIMES but not enough....
comments/ideas?

If vacuum lines are good, it sounds like the vacuum modulator. Sometimes the modulator will suck up blowby and which, after a while, ruins it.
Can you shift it manually? i.e. If you put it in Low1 and get the rpms to about 3500 and go to Low2, does it shift? Also, you said "sometimes," well, when it's in the other gears (2nd or 3rd) does it make any unusual noises?

no it wont shift from a low gear. it only shifts(if it does) when its at a high R. so...im thinkin modulator but i dont know. it does not make any unusual noises....either....
