I have a Turbo 350C out of a 1981 Corvette with only 19,000 miles on it
and I want to know if it can be used in a performance application.
I need to know if I can put a shift kit and higher stall converter in it and still use the
lockup feature without having the CCC computer in the circuit.
Any thoughts if this is even a good idea ?

shift kit would not be a problem.
Might be better to send the factory convertor out to someone and have it re-stalled for your application.

I've thought about it myself. You should be able to wire it with a toggle switch to lock. Converters seem to be hard to find though.

You can use a 700R4 style lock up kit...wire from brake switch, to vacuum switch, to trans. This way it will lock up on it's own and unlock when you press the brakes. You need a 4 prong brake switch to do this with cause you need power all the time except when you push brakes, a normal brake switch only has power when you push the brakes. I have a wiring schematic and gm parts list somewhere...i'll look for it.
