& I remember reading something about buyers not affected by bad feedback ratings anymore ??
whats my recourse ?? offer the items as a second chance to the next guy in line or just re list it ??
anyone have advice ??

I always send them their checkout right away. 3 or 4 days without a responce I will send another email. But i would say 2 weeks with a check or money order after bidding has ended is more than enough time. Before you relist, maybe email to see whats going on.

Go the ebay site and click on help, then sellers or something similar. The answers to all of your questions are there. You have to file a non paying bidder report and take some other steps to get your fees refunded. Then you can do a second chance offer to the next bidder etc. All of the information is on the site, just have to dig a bit to find it.

I got tired of begging for payment, so this is what I do now.
Send an invoice as soon as the auction is over.
Send a second invoice on the third day.
File a non paying bidder report on the 10th day( you can't do it before 10 days.
Close the report when the bidder pays, or after 10 days.
I then relist it, as I have found out second chance offers are usually a waste of the listing fees. People want items, but want the chance to start the bidding at a lower price. If you are doing a fixed price item, do a second chance.
It you click on the link for you item, there will be a link to file the non-paying bidder.
If I'm going to get paid, I usually here from the bidder within a few hours of filing the claim.

i don't know....i've had really good luck on e-bay, but it does seem the longer it goes, the weirder stories i hear...

Our records show that the second envelope was sent on 5/16. Today is 5/18 so it would not be unusual for delivery to take 3 days. We are putting a trace on the envelope with the post office since it is the second mailing. We have had only 3 or 4 packages not reach their destination in 8 years. If we find out from the post office that this package was delivered to you we will notify paypal and ebay. Alan

However, I can assure you that I did NOT recieve any packages from you for this purchas. I am NOT a thief or a liar, and really don't appreciate the accusation. The first time I ordered from you I had a similar situation occur, and you said you had to resend another order, 2 days later, I got the shipment. And now this time it's the same situation except your accusing me of fraud? My 100% positive feedback rating should speak volumes, both as a buyer and a seller and I have been an Ebay member for several years now. I have NEVER had any issues with deliveries that I have ever sent out as a seller , or had any issues with items reaching me as a buyer. And I sure as hell have NEVER had a claim filed against me by ANYONE!
If the USPS can't do the f***ing job, then your beef is with them, not me. I am just letting you know what I got ... Or in this case, DIDN'T GET!
Is it possible that you have me mixed up with another Ebayer because you stated in your email that you sent the second re-order out on 5/16 ???????
But in FACT, you sent me an email on Monday 4/7, stating that the second order would be shipped out to me on Tuesday 4/8. How can them dates be so far off ??? Its not even the 5th month OR the 16th of THIS month yet?

If you don't want to go through the hassle, just send a 2nd chance offer to the 2nd highest bidder. Non-paying bidder claim is the only way to reclaim your ebay fees.
Sellers not leaving negs goes into effect 5/1.
rak1 Apr 11th, 08, 11:21 AM I've been a member since 1997; I liked it better in the old days. It seemed back then people were more honest and you could find a good deal a lot easier then today. The only down side was you couldn't see the item because there was no way to post a picture but you could almost always trust the description. Sometimes change is a bad thing and I think evil bay is a good example. I only buy about five or six items a year now; in the old days I bought 30 items a month and sold or traded about the same until things started to change early in 2002.
