I have a 1970 Malibu with a cowl hood on it. It does not however have cowl induction. It is not a reproduction hood, but a genuine GM hood.
My question is: Could you order a Malibu with a non-functional cowl hood or is this most likely something someone added to the car off of another?

The Cowl Induction option was an option on the SS Chevelles.
If someone bought an SS Chevelle without the Cowl Induction option, they received the domed hood. Which is often called the cowl hood, which is incorrect.

OK then, could you order a 1970 Chevelle Malibu with a domed hood or would that have had to come on a SS without the Cowl Induction option? I am trying to figure out if the domed hood on my car might have come from the factory as is.

These raised hoods were available over the parts counter into the 80's. It could have been removed from an SS chevelle or el camino. Anything is possible with a car that is 38years old.

The short answer is NO. It, either "new over the counter", or "used", was installed by a previous owner.
