No, the key has to turn the lock to the Accessory Position. A Paper Clip is then inserted into the tiny hole. Push in on the paper clip to release the detant ball and tumbler will unscrew from the body. Then you can remove/unscrew the bezel nut. My best advice is to remove one of your Door Locks. There is a Code Stamped on the Cylinder. Have your local locksmith cut you a key using the code. Now you will have an ignition key. In 1967, there were 2 keys. One is for the Doors and Ignition, the other is for the trunk and glove box.

It can be removed without the key, but you will need to buy a new switch and lock. I had to remove my old switch, since the car didn't have any keys. I was able to save the bezel nut. Basically, I had to remove/break off the front of the lock cylinder to allow the nut to come off. The rest of the lock cylinder ends up stuck in the switch, thus the need to replace it. I only recommend this method when you have no other choice.

What he said, It can be done but the cyl gets effed up. Much easier with dash out of car. Did it several times parting dashes with no keys.

Before you do anything destructive, you might want to try some other Chevelle keys made in the mid 60s. You might get lucky, other ignition keys will work in more than one car. ;)

Do like Franks said
You will find a key that will work with a little jiggling if you know someone that has a key collection and it may not even be a GM key.
Those older GM ignition locks were notorious for that very thing.

been there done that.

Thanks for all the replies. I will give an old key a try and if that don't do it I will have a key made.
