Alright, UDHarold and others, my turn...
I've been putting this off for a long time, but the tax return will soon be on the way.

I've narrowed it down to solid flat tappet, and Lunati. Please help me on the specific cam :D

350 +.040
Keith Black dished pistons
Dart IE heads, 200 intake, 49cc chamber
~10.6:1 compression
Performer RPM
Qjet
HEI

Looking for 400hp at the crank, 6000-6500 redline, flat torque curve, I don't want to have to run more than a 2500 stall. I don't care what it sounds like idling, I just want to meet my performance goals.

Brian,

That's easy.....
Use the Lunati 401A6LUN. It is 276/284 at .020, 243/251 at .050, .518"/.530" valve lift and 110 LSA. It will easily meet your demands, and should give many years of daily street driving.
Back in the mid-80s, without a head like the Darts, and with only 9.3 CR, we pulled 430 BHP at 6200 on a very conservative dyno, with a very flat torque curve. A 2400-2500 stall should work just fine. Make sure you've got 1/2" #8 gas line and a good high-volume fuel pump.

Harold, what about a hydraulic roller reccomendation for this application? Would Brian make more power with a broader torque curve and better reliability with a hydraulic roller? Is there a Voodoo hyd roller for this application?

I chose flat tappet over a roller simply because I don't have enough money for a roller setup... solid flat tappet is cheap and simple.
