Is it possible to reinstall a parking brake cable without moving the inner fender liner. The car is a 70 chevelle. I can pull the cable up from the bottom through the frame but to get the bottom end through the proper hole would mean putting a major bend in the cable which I hesitate to do.

No, you need to loosen the inner fender and install the cable assembly from the firewall side down thru the frame and then up into the inside to aattach to the pedal..not hard to do, just need enough room to squeeze your hand in. Remove the two bottom bolts on the outside/bottom of the inner fender and the two inners/near the rear with the cups...just did one on Wednesday :D
