I dropped the column, loosened up all the dash mounting bolts, removed the ash tray. Wiggled, and worked it into place. It is a PITA, but it can be done.
I have A/C as well.

Those rivets you are looking at are the ones that the plastic is riveted to the dash brackets. I am in the middle of adding power windows, locks and power drivers bucket seat. I am also adding the am-fm 8 track and rear window defogger. My car has A/C. I know its a real PITA. I couldn't imagine trying to get it in there while the dash is bolted up. My suggestion would be to get a buddy to help out. Pull the dash pad, drop the column and drop the dash. The 70 dashes are not that bad to pull. Its work but it will make it alot easier. Just my.02.
