I think big jim is pretty close, I went 13.28 at 105 with more stall and a solid cam.

I want the 406 to be streeable would a solid cam and say 3000 stall make it not fun around town

You don't give the specs on the cam. The duration (at .050") will tell more about a cam than the lift. The 882 heads (even with work) are going to limit a 400ci motor. You will make good torque, but it will probably not make great top end numbers. If the cam is small (less than 230 @.050), you might do well with a good 11 inch converter(2500stall) and that should be fine for around town driving. Many find a 3000 stall fine also but it is a personel preference. Before I would spend money on a new cam, I would think about a better cylinder head (something like a vortec or better).

If you get it tuned good and get a good 60' time, I would think it could hit a 13.25 or so.

i don't see why it couldn't run somewhere around a 12.70-12.90, personally. but if it's a first time out then maybe mid to low 13's until you get it sorted out real good. i ran an 8.40 1/8mi with a stone stock dish piston 400 that was only 8.5 to 1, with less cam, less gear, less stall, and same carb. i guess that's like a 13.20 something 1/4mi?

The cam that i was looking at to use is the compcams xtreme energy XE274 hydraulic flat tappet 274/286 .490lift would this be a good cam for the motor?

it's about the same size as what you have now, isn't it? not sure how much better , if any, it would be.
