I don't believe that I have an acceptable pcv setup on my engine. I think that I am recirculating the same stagnant engine gases/air over and over.................

The pcv is now in the normal valve cover location (driver's side) with the hose connected to the Qjet front vacuum port, no problem with that. However, I am also venting the passenger side valve cover with a vent fitting/rubber hose that is connected to the air cleaner.

This setup doesn't seem right to me. Shouldn't I have just a breather cap on the passenger side valve cover for proper engine ventilation function so that fresh air is "pulled" into the motor?

Thanks for any help, I'm not really knowledgeable on this pcv stuff.

Your setup is correct. The idea is to draw in air that's been filtered by the air filter. It's also an advantage because any crank fumes that come out of the vent are drawn back through the carb and burned instead of stinking up your garage and leaving an oily film on everything under the hood.
