Found out the problem. The Summit HEI comes with 2 "natural" springs installed. Should have paid more attention to the instruction sheet first. As shipped, the advance starts at 500RPM and is full advance by 2200 RPM, great except my cam wants to idle at 800 -850 RPM. So what I had was an eratic static timing problem. In reality, I thought I had 20 initial, but I don't know what I had, maybe only 12. Also trimmed the weights a little and reinstalled with 1 black and 1 natural spring which according to the instruction sheet says advance starts at 800 and complete by 2800. I now have 18 initial (nice steady display with the timing light) and 36 total at 2800. With the 3000 converter it works real well now.
