I am assuming a forging?
My first choice in budget cranks would be the Callies Dragonsalyer & then Scat simply because of known quality control & the fact that they are completly finished in house.
I seriously doubt you will find any difference in quality between the two cranks as I have had them side by side & without the name on them you could not tell them apart in finish or hardness.
As to where things are forged,,, I have just about given up trying to figure that out as a lot of the so called all USA forging companies seem have offshore facilities if I am not mistaken.

You might be surprised at who does a number of the big threes performance cranks if you did a bit of research.
Check out the 383 crate engine from your friendly GM dealer & see who's name is on it ;)
Also I guess it's ok to be a truly all American guy & buy that Chevrolet which has absolutely no offshore parts in it,,, right :D
Or does that fall under some other classification because of brand name :confused:

If it is a 4340 Scat they are excellent quality but they are $786 racer which of course no one pays & $629 jobber as they just had a price increase so I don't know what you found for $490 but I would question it carefully.

Why outsource, especially when that means increasing the trade deficit? You are, in effect, exporting your money. Export enough money, and you develop an economy with serious problems. Like ours, now.
