my 70 SS396 is acting like an electric chair! My car was completely missing the horn(s) when I bought it. I went to the local chevy dealer and bought them. I hooked them up, they work, but I get zapped when I push the horn button. My car originally had the standard black plastic steering wheel, but the previous owner installed the optional metal 3 spoke wheel. Any ideas?

try putting a capacitor between the horn wire on your column and ground . This may take out the spikes that you are getting . Or install some type of insulation between the horn button's surface and the electrical contact for the horn.
