Can I have an M22 built strong enough for a street only 540? I DONOT abuse my cars. I want to convert to a manual, but would like to spend less than a TKO 600. Any thoughts??

a fresh m22 will handle a good amount of abuse..... how much and how long depend on how well your car hooks - traction will break the weak link.
that being said you could cruise it around just fine, but the torque and traction of your car could limit it life. the stock m22 torque rating is what 375-400lb/ft? you have 575-700lb/ft?

vince I don't launch the car from a stop. I do run through the gears once in a while from 30mph or so.

it will work fine, they are strong to start with.
i had an M21 behind my 427bb with nitrous for awhile and it also handled 5600rpm clutch drops with slicks at the track.

Based on your description of how you plan to use the car, you won't have any issues with a properly built M22, especially with street tires.
If you can do the rebuild yourself (AN YOU CAN), and you have a good donor Muncie, your cheapest way to have a good, strong M22 is to buy and install a set of NEW M22 gears. (input, 1, 2, 3, cluster, INSIDE reverse idler gears).
