This is the shaft from my 70 non-tilt steering column. There is play where the two halves join together. I've had this same issue and used a bolt that fits the hole tightly and put a lock-washer and nut on it.

davis95 did you just drill out whatever material is pinned in the holes? Would a roll pin work and be less noticeable? I probably should replace the rubber seal as well, anyone know where to get one of those?

That looks to be part of the collapsible steering shaft made to compress in a frontal impact?

I believe there is some type of plastic or composite guides the take up the space between the inner and outer shafts.

i have this same problem:(....but whatever is used i want it to break off easy bc i want the column to do exactly what it is designed to do in a front impact

Mine was on a 76 Starfire and all I did was put an oversized bolt in the hole. If yours still has a partial pin then knock it out first. And yes this is a collapsable column shaft so you may even consider going with a low grade bolt that will break in case of a frontal impact to prevent the steering column from going through your chest.

The two injected nylon shear pins should have nothing to do with "slop"
The two halves should fit together tight (snug).
I have completely removed those pins on a couple of cars.

I would under NO circumstances lock the upper and lower shafts together with a bolt or screw. The two shafts were originally fixed together with injected plastic. Shearing the small plastic sprues was sufficient to allow the upper and lower shafts to telescope over each other. The amount of force that it would take to shear even a relatively small bolt or screw would far exceed the load to crush your chest.
The rubber pot coupling seal (GM #7802919) is no longer available through GM dealers (you might still find some on their parts department shelves.) You can obtain the seal through www.oldmusclecars.com
I would attempt to purchase a used intermediate steering shaft from some place.
