Alignment is straight and car drives straight but the steering wheel is about 20* from alignment. Do you fix it by disconnecting steering column from gear box, or take the steering wheel off and line it up that way?

You haven't mentioned what year Chevelle. Starting in 1969 the locking steering columns had the turn signal cancelling cam positioned inside the steering column just behind the locking plate. The horn tower part of the cancelling cam sticks up through a slot in the locking plate and then goes into a clearance hole in the steering wheel hub. So you are limited in the amount that you can rotate the steering wheel hub because the horn tower will only move so far in the locking plate slot.

On cars built before 1969 the cancelling cam was part of the steering wheel hub. So you can rotate the steering wheel hub to any position on the steering column shaft serrations.

Fine tweeking to center the steering wheel can be accomplished by adjusting the tie rods. You rotate the adjuster sleeves on both sides exactly the same amount. That way you do not change your front end toe.
