This isn't a major problem or anything, but it's been bugging me for a while and I'm not sure how to rectify it.

When I release my parking brake, it doesn't quite make contact with the brake switch, and therefore my brake light is always on. If I lift up on the parking brake pedal, the light goes out.

Is there a spring or something that is supposed to be there and it's just missing? I was just going to put a heavy rubber band on it to hold it up, but I'd like a permanent fix but can't see any type of adjustment that will fix it

Generally caused by park brake cables that bind in the housing. The rear brake assembly should release with enough force to maintain a "tight" cable all the way up to the park brake pedal. Sooner or later, the cable rusts a bit, and doesn't move freely in it's housing, preventing all the slack from being removed from the pedal-end of the cable.
