I just repaired my Cowl Induction. The outter flap works on vacuum fine. The inner Flap did not have a wire hooked to the selinoid. I hooked that up, not at the gas pedal. there is a switch that activates that inner flap. it works when I move it by hand, however, Even with the gas floored there is nothing to push that switch. Something missing???

Without seeing how your switch is attached to the gas pedal bracket, it sounds to me as if it is not properly installed. When the gas pedal is fully depressed, the gas pedal rod engages and activates the switch.
The first picture is the gas pedal NOT engaged.
The second and third picture are with the gas pedal fully depressed.
