When mounted, is the fan supposed to blow air onto the radiator, or be reversed where it pulls air from the radiator onto the engine block?

Thru the radiator and towards the engine.

You would have to buy a reversed fan blade to blow air out thru the rad.
It's common on industrial machines like bullbozers & skidders but not on cars.

And fwiw, I think that there has been at least one old mag test that said our stock thermal/clutch-fans work DARN good for what they are!!
