I was putting some piston/head numbers in and at ZERO DECK, the Quench came out to be whatever thickness gasket I was using. Is this right or am I doing something wrong with the piston to deck clearance?

Yup. When you are zero decked, the only quench area you have is the volume of the compressed gasket.
If it is not zero decked, then your quench area is the compressed gasket volume plus the volume of the cylinder above the piston at TDC.

If the piston stick out of the cylinder, the quench is gasket thickness less the amount the piston is above the deck.
