I see the cowl tag has different rivits, but also looks like they put it on the firewall? As for price 2700 tops for me.

if it runs, great, It looks like hes selling it for 2500 bucks. Probably worth it. If you find a small block,bench seat car with a sweep dash. Then price a set of SS wheels, buckets, SS dash, big block. you'll appreciate whats there. Do you want a full resto, or just a cool retro rod? Buy it, fix the brakes, put some good rubber on it, get the right rad. top, and shroud. then just go out and have fun with it. Jim
