Question: did all 327's come with an oil fill tube right above the water pump, right on the front of the block.

You are describing the position of the filler tube, but it actually is on the intake manifold in the proximety you give.

All 327s except for the '69 327s used the oil filler tube. By '69 the 327 had been replaced with 350 in the Corvettes, Novas, Chevelles, trucks. The 327 was only available in regular fuel 2-barrel form in '69, and it was only offered on Camaros & big Chevrolets as the standard V8 on those car lines. For '69 Chevy small blocks moved the oil filler cap onto the valve cover and the PCV venting moved to the opposite valve cover.

It was also there in my 1967 3/4-ton Camper Special truck. Mine was a small-journal 327 too.
