Do I install my bushings loose side of arm to tight side or tight side to loose side?
Same question in a different way: should the bushing be difficult to get in the hole or should I be able to slide about 2/3 of the bushing through then have it get difficult?

The bushings should have a stepped diameter. That is the diameter near the flange is a little larger than the non-flanged end.And the holes in the arm are different diameters, too. Put the non-flanged end of the bushing into the larger hole and it will go in most of the way, with the last 1/4 inch being a press fit.
