Just finished a break in with a carb that I have been running, no problems.

The carb I plan on running on this motor need a kit in it. It was a Holley 3310-3. Went through it and put a kit in it. Adjusted the floats dry by inverting bowl. I installed it on the motor and the motor will not fire. Just spins and spins. I put some fuel in the bowls, did not help. i have a glass filter and looks like the fuel is just going up and down in filter.

What is going on here?
