I took the steering column seel out to replace it, it was in bad shape, but Ican't remember how the plates that hold it down under the dash, does the plate closest to the gas pedal go under the other one or over it?

If your are asking about your 67 El Camino, all three of the mounting points go under the frame attaching point. Just lift it up and put the nuts on.
