I just wired up the wifes 71 Chevelle and hooked up the battery. I turned the key and BOOM, the open heddered 454 started! I about $%#@ myself! I usually have my distributors 180 out!!!! My ears are still ringin'! OK, on the HORN RELAY, the 2 heavy gauge red wires have 12 volts constantly- Ignition OFF. Is this correct? My horn don't work. I did not replace the horn relay and it does look like it's possibly the original one. How do I know if the relay is bad?

One should be black, that turns into red. Yes, the should have power all the time. One wire comes from the main splice, the other goes to the dash area, which powers everything in the car. See pic

First test the horns, disconnect them and connect directly to a battery (should use a fuse for safety) To test the relay, disconnect very small black, connect a small test jumper to that terminal, jumper that terminal to ground. If the horns don't work, its probably the relay, if they do, its probably the horn button.
