Could anybody help me out with building a map for an engine that uses a Holley Commander 950 EFI system?

It's a turbocharged engine, and nobody over here knows how to tune this system... I would like to know if anybody can help me.. I'll give you all the engine specs...
How do i tune this?/ HELP! :confused:
