Not gloss from factory. But I did did mine base clear anyways.
My dash is like a perfect black mirror. Not correct, but IMO looks way better.

almost Flat.. no gloss on dashes for originality

Straight black lacquer will give you the correct finish. Don't buff it, just spray it and leave it.
