My 350 compression readings are all within 10%. Most of the cylinders read around 150 with 2 clylinders reading 160 and 1 cylinder reading 165. All my plugs are fouled, with #5,6,7,8 that are completely black. I am thinking I have a carb. problem. Yet #2 plug looks cleaner that the others? Can anybody help me out? Car started out running 8 flat in the 1/8 for 8 runs and then fell off the 8.8 et. I changed the plugs it ran a 8.15. The very next run they fouled and it fell off to 8.3. Car felt sluggish and like it was missing.

Could be many things from a too rich carb, too cold spark plugs, weak spark for what ever reason, etc.
What spark plug and heat range? Standard tip or projected tip? What gap? What ignition?
Are the plugs black from idling with a too rich idle, or are they black after regular driving? Do they lighten up any with some WOT and shutting off to check?
If anything, put a new set of plugs in and start checking things over. Compression doesn't sound like anything to worry about. I'd start digging in and looking over the ignition system and also trying to see if the carb calibration is out of whack.

I ran this same set up last season. This weekend was my first run on the car since Oct. last year. I put in fresh gas. (92 pump gas). Plugs blackened after runs on track. My 1st eight or nine runs it ran well. Then it started to run crappy. Only took 2 runs to blacken the plugs after I put the new set in. 1st set was 45's. Then all I had left to swap in was 43's. I know the 43s run cooler and that my be y they blackened so quickly. Oh, and I did go from a wieand low single plane intake with a 2 inch spacer to an Air Gap intake with a 1inch spacer over the winter. And changed radiator, which got the car to run about 15 degrees cooler.

Whats your initial timing,if ts too retarded it will cause lower idle & low speed engine intake vacuum. This can cause the power valve to open prematury and for the primary throttle blades to be pushed past the idle circut to get the idle speexd where it belongs making the problem worse.
Your initial timing should be approx 18deg btd when running an afermarket perf cam. total shoudl be approx 36-38.
For street you sould really run a vac adv too to put you at approx 50-52 deg at part throttle cruise.
