Depends on how loud your exhaust is, but you should be able to hear them open up under load if vac secondary ?

It's too noisy with the Jackson gear drive .
I'm not up on my carbs, does the secondary vac have the black gizmo on the side of the carb????

Yes, that is the vac secondary. The way to tell if they are opening: put a paper clip on the rod coming out the bottom and slide it up tight to the bottom of the vac can. Get out and drive. The movement of the rod as the secondaries open will slide the paper clip down the rod. Now you know not just if, but how far they are opening.

great trick, I'll remember that, I usually just rev the crap out of it in park with air cleaner off and watch.

Best way to check is when the motor is under load. Paper clip trick sounds interesting. Or just stick a friend in the engine compartment and go.

Boy, if only we had monkeys in the trunk like Speed Racer did we could save a lot if time on stuff like this :D

Probably a bad diaphragm. These are pretty easy to tear when you install them. Another possibility, the gasket between the carb body and the vac can. Try taking the vac can off and drawing a vacuum on it to see it the rod will move.
