Bought a Spot Weld Cutter from Eastwood ( www.eastwoodco.com (http://www.eastwoodco.com) - their item #19068) that works pretty well - you use it with a drill and it cuts through the top layer without damaging the other layers much.
Hope this helps.

There are spot weld cutters. Also very careful use of cut off wheel, grind weld area down to support. Any good Tool Truck should have several varieties of drill type cutters. We use cut off wheel most of time as we are not saving old panel. Karl

A 3/8" Black&Decker "Pilot Point" drill bit also works well. Just don't put a lot of pressure on it. If you do get a spotweld cutter, I recomend staying away from the type that are a miniature holesaw. I bought one of those and after 3 cuts it was trash. The drill bit type that Eastwood sells are the best.
