Just finished taking everything out of the car (70 chevelle)seats,carpet, door panels,etc. Some surface rust but no rot. I noticed that there appears to be a putty type substance (black) covering the seams and where the side panels meet the floor. Most of it is dryed out and I am kind a new to restorations. I will be cleaning out the whole inside and will be using the POR 15 products. Is this how the factory typically prepaired the car. Since I will be using POR 15 should I apply new putty or will the POR 15 be sufficent?

Any help would be appreciated.

That black stuff would be seam sealer. Does it seem to chip away easily? If so, I'd get as much of out as possible and clean it up, then apply Por 15. Afterwards, get some new seam sealer from a local auto body supply store and reseal the seams. I think it's made by 3M. If the surface rust in the areas you mentioned is deep, you may need to skim coat it with Por putty and coat it with their fibermesh product.
