If you DO find any GM N.O.S. fenders, they're most likley the bottom of the barrel. Dents, twists, scrtaches and god only knows. Repo fenders take alot of work to get straight and to get them to fit is a major pain. If I needed fenders, I would rather buy used originals, even if they need some minor rust repair. As long as they haven't been dented too bad previously. The fit will be much better and you'll end up with a better looking fender with a lot less work.

Dean, Dan just got his new GM fenders from Superior for his 69 and they look good, havent tried to install yet, I have had good luck with new GM for my 68 and 71

69 GM fenders are not NOS. They were still being produced as of a couple of years ago.
