How do they work?

What do you do exactly?

Anbody have pictures of the steps that they had to do?

They are stickers that you set up on the hood using very simple to read patterns. The one I used had a one piece for the front of the hood and another for the rear of the hood. It had a roll tape that you ran between the two stencils. It had two stripes in the tape. You removed the center of the tape and the center of the tape on the stencils. That was all there was to it, all the masking for the stripes was done.

After all the times I had masked them by hand, those stencils were very welcome.

Are these kits for, masking for the painting the hood and truck lid, or are they "contact paper" to create the stripes themselves?

Take a look at these pics, it may help you get an idea of how to do it. The kit comes with the front and rear of the stripes precut into stencils. You position them in the center of the hood as the instructions will explain then the pinstripe tape is pulled from the front to rear stencils. Then you mask off the appropriate areas. I had to do a little triming with an exacto knife where the pinstripe tape and stencil met to get a smooth transition, not a big deal though. The tricky part was getting the pinstripe tape good and straight. Take your time and work from one end to the other and it will come out fine.

One tip I got from the pros was to carefully remove the tape before the paint dried so it would not cause a really sharpe edge. MartinSr can probably explain that better than I.
Good luck!

Is it better to paint them off the vehicle, or doesn't it matter?

I think it would be easier of the vehicle, especially if you have a CI hood.
