Can i apply new filler over old stuff thats been there for twenty years.

I wouldn't do it. 20 year old bondo is NOT stable. In fact it may explode at any moment. Be very carefull! http://www.chevelles.com/forum/tongue.gif

Seriously, grind it out and start with Rage (Evercoat) filler over a freshly ground 36 grited surface. Much better stuff.
