Is it possible to replace the front inner fender with the fender on? It's a '70 SS, and I'm doing the passenger side first. Which is the best paint to use on the new (steel) Inner Fender?
Any tips/tricks to the installation?

Yes, its done with the fender already installed. Soak the bolts with a penetrant a couple days before trying to remove the old panel. Due to the rust, you will probably break a couple of the nut plates anyway. I had all new nut plates and bolts available for the reinstallation.
I don't know what the best paint (do you mean original looking?) is, but I used Eastwood Chassis Coat black. I like it because it cleans up relatively easy.
