I have new quarters and fenders with semi-gloss black primer on them. do i need to completely remove this before applying the permanent primer or can a sand it dull?

If they are new, they are sprayed with a laquer primer and are ready for more priming.
You should prep them the same way you would prep any car for more primer. I would lightly sand with 320 or 400. Do not go through the primer. Degrease and do your body work or primer. If you wanted to be a purist, you could strip them and use the metal etching primer or epoxy primer first, then regular sand & fill to work out any bad spots.

thanx. i did have to go bear metal on parts of them to fix little dings ; i did buy urethane primer for it.

Do not remove the 'black' primer on OEM parts. It's electo-statically applied and a great bond between primer & metal.

OEM General Motors primer is zinc inriched and should be left, but after market parts are probably covered with the cheapest junk they could buy, I'd sand it off.
